From a base of 53 founding members, 35 representatives volunteered to assist with the organizing activities of the NDSA leading up to the 15–16 December 2010 Organizing Workshop in Washington, D.C. The Organizing Committee, divided into 3 subcommittees to address the issues of membership criteria and qualifications, organizational structure, and mission and values, prepared a charter document for discussion at the workshop. The charter is designed to be a lightweight and flexible vehicle to enable collaboration to allow the organization to flourish in digital preservation community.
