Cathy and Abbie  (and others) have been tasked with drafting sections of the National Agenda strategy document, available at http://www.loc.gov/extranet/wiki/osi/ndiip/ndsa/index.php?title=2014_National_Agenda_Outline.  The content areas have been narrowed down to Electronic Records; Research Data; Web and Social Media; Motion Picture Film and Video; and Digital Content Stored on Obsolete or Deteriorating Media.  A section on Linear tape file systems has been moved tot he Infrastructure Working Group.  &lt;br /&gt;
&lt;br /&gt;
This draft is still a work in progress and any feedback, including suggestions for keeping the document on concise, is welcome.  The document will be discussed at the Coordinating Committee meeting at the end of March.  &lt;br /&gt;
&lt;br /&gt;
Carolyn will send Abbie more on the Motion Picture content area, and notes that this section is more about refeormatting, storage, and standards.&lt;br /&gt;

Abbie is following up this week on some blog post ideas: Christie&#039;s scientist interview idea, Government team suggestions for interview about State Gov. initiative, and National Park Service interview.&lt;br /&gt;

&#039;&#039;&#039;Science, Technology, Medicine, and Math Team&#039;&#039;&#039;&lt;br /&gt;
The science team brainstormed a bit on possible interviewees for a Signal blog post featuring the work of the Content Working Group.  The group is thinking of interviewing some of the stakeholders identified in the group&#039;s case studies, including a researcher using Web 2.0 information to study the effectiveness of health campaigns, a leading science blogger, and a manager of a math discussion forum.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Government Team&#039;&#039;&#039;&lt;br /&gt;
The Government team is working on a case study on land records, including Maryland land records and geospacial records, with a focus on issues of cooperation between local and state people and groups.&lt;br /&gt;
&lt;br /&gt;
Anne Harrison from FEDLINK is also working on a case study on trying to preserve history of legislation: hearings, publications, etc.  A description of this content and needs will be drafted in case study format.&lt;br /&gt;
&lt;br /&gt;

Attendees: Lori Donovan (for Kristine), John, James, Cathy, Christie, and Abbie &lt;br /&gt;
&lt;br /&gt;
Call attendees talked a bit about their efforts with news preservation so far; &lt;br /&gt;
&lt;br /&gt;
Cathy talked about the sample content case study sent by email, this represents work they&#039;ve done at UNT. This one covers eprint/pdf versions of printed newspapers. She talked through the idea of the case study. They&#039;ve joined some Texas press associations and are attending conferences to reach out. There is interest in the local newspapers in preservation. Big newspapers not as concerned. &lt;br /&gt;
&lt;br /&gt;
Abbie reported on efforts at LC to do a pilot with Newspaper Association of America with our Copyright Office - there is an eprint component but also a web harvesting pilot that has recently happened. LC has also tried in the past to ask permission to archive news sites, but getting permission has been tough. &lt;br /&gt;
&lt;br /&gt;
James reported on activities by CRL to come up with models/approaches to preservation &#039;&#039;[James, I missed some of the details, can you fill in?]&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
John said that at Michigan, they&#039;ve been talking to the University Student newspapers, there&#039;s an effort to digitize those (Cathy said at UNT, too). There&#039;s an effort also to contact photographers from the past to get them to contribute photos. &lt;br /&gt;
&lt;br /&gt;
Christie said at NLM they are just getting started but they are focusing on topical areas and are interested in things like news related to health care reform. Smaller publishers of content who may not have abilities to preserve. &lt;br /&gt;
&lt;br /&gt;
The group then talked about what other content areas we might want to tackle. The list so far:&lt;br /&gt;

*Digital eprints&lt;br /&gt;
*web sites of newspapers&lt;br /&gt;
*News feeds&lt;br /&gt;

We realize the challenges may be different depending on the size of the news organization, so we need to keep that in mind as we proceed. &lt;br /&gt;

Our next steps:&lt;br /&gt;
*Mull over this list to see if there are others to include, if we can group things or combine into areas. Recognizing there may be some similarities but then differences with each type. &lt;br /&gt;
*Come up with samples for each of the types on our list. &lt;br /&gt;
*Share list and samples with NDSA-ALL to see if other members have additional ideas. &lt;br /&gt;
*Start tackling another content case study or two together&lt;br /&gt;

I did want to advocate for temporal spatial data layers (particularly those the GIS community describes as ‘framework layers’) as the At Risk collection near and dear to me.   I will be happy to elaborate on this at a future meeting or in writing somewhere. &lt;br /&gt;
But the core issue is that data sets (like parcels, administrative boundaries, hydrography, transportation, etc.) are being replaced over time – without any archive.  Custodians of this data are many and diverse (local, state, private) and most have no funding or mandate to store historical collections.  As such, our ability to look at, or learn lessons from, our spatial data history is now (in the electronic data age) becoming impossible.  People simply don’t draw maps and file them away anymore.&lt;br /&gt;

I agree with Curtis that framework layers (GIS records) are at risk and should be archived.  The  NDIIPP sponsored GeoMAPP project (http://www.geomapp.com/) has evaluated approaches to the archiving in several states, but a national effort, including federal, state and local institutions is needed.&lt;br /&gt;

One thought I had for getting us started on this is to pilot self-nominations of collections from the community to then assess their characteristics. This might help us determine elements and lead to criteria - just a thought to get us going.&lt;br /&gt;

*1. local government (cities, counties, muncipalities, commissions) are posting more records on their website - what should be saved? this category has a lot of breadth and depth and will start to identify specific categories&lt;br /&gt;
*2.  state electronic records - do we want to/need to prioritize them (some documents such as publications, some records, some are for research and others are for agency documentation) We took out the word &#039;permanent&#039; for now although at some point need to adjectives to describe this type of content.&lt;br /&gt;
Question: do we first want to identify the content and then determine if it is state or local?&lt;br /&gt;
*3. Cultural groups turning their oral history into digital formats (native americans, veterans, appalachian etc)&lt;br /&gt;
*4. Science elements (GIS, geo spacial, aerial photography) federally funded is separate from universities/academia. One Geospace project is part of existing NDIPP (see #7: NC, KY, UT, and just added MO and MT)&lt;br /&gt;
*5. Creative Arts (writers digital manuscripts, musicians, performance artists, painters that are working in primarily digital form)&lt;br /&gt;
*6. News content that exists in digital form only (community, metro, national, citizen journalism, orphan news). this category will be broken down and better defined&lt;br /&gt;
*7. Existing NDIIPP projects we want to look at and what was identified as potentially still &#039;at risk&#039;.&lt;br /&gt;
*8. NARA - aware of some important collections that they can share with this group. Received unofficial list from NARA courtesy of John F.. will add to wiki. &lt;br /&gt;
*9. Social networking sites - what do we would want to/can we preserve? maybe specific uses of the medium (ie political or global or natural disasters or physical events). How about the evolving development/look and feel of Twitter/Facebook/Flickr etc through time&lt;br /&gt;
*10.Events: spontaneous (Gulf Oil Spill) or planned (elections and Olympics). content rapidly changes and tends to disappear when event is over&lt;br /&gt;
*11. Political organizations/human activity - group needs clarification&lt;br /&gt;

I did want to advocate for temporal spatial data layers (particularly those the GIS community describes as ‘framework layers’) as the At Risk collection near and dear to me.   I will be happy to elaborate on this at a future meeting or in writing somewhere. &lt;br /&gt;
But the core issue is that data sets (like parcels, administrative boundaries, hydrography, transportation, etc.) are being replaced over time – without any archive.  Custodians of this data are many and diverse (local, state, private) and most have no funding or mandate to store historical collections. There were no requested changes to minutes from our prior meeting.&lt;br /&gt;

===Update of the NDSA meeting in December ===&lt;br /&gt;
A few of our group were at the NDSA organizational meeting held in Washington, D.C. in December, and reported on their observations of the meeting. Michael expressed concern about the absence of &amp;quot;big&amp;quot; content holders from the room. He was hoping to see more commitment - institutions with a lot of content, such as the ARL libraries. There were not a lot of them in the room. Otherwise he thought it was a helpful meeting. John felt it helpful to hear what everyone&#039;s definition of an action group was, and that the back and forth with more granularity about the working groups helped him figure out which groups he can help contribute to.  With the new Wiki and additional information up there, plus the opportunity to freely comment upon things will be helpful. From an agenda planning perspective and the goals to accomplish during the meeting, felt like it was very productive. Abbie reported that LC is working on minutes to the meeting and will be sharing that with the organizational committee first then more widely. There are a list of to-dos for LC that we are working on. Cathy reported that she and Abbie presented our charter and that there was agreement from the meeting attendees about our work plan and approach. Feedback was positive. The discussion of Membership at the meeting had the biggest debate with a few camps/sides: an open model (let everyone who wants to join be a member) vs. more restrictive (application review, more rules about who can and cannot join (tech companies were a concern). There was some discussion about consortial memberships and international partners/affiliate memberships. Hathi trust came up -  John Weise said he&#039;d checked with John Wilkin, Executive Director of HathiTrust who made the point that they don&#039;t have legal status, HathiTrust is not its own organization. Many NDSA members are also Hathi Trust members, though, and can represent the interests of HathiTrust at NDSA meetings. Furthermore, John Wilkin, will be Michigan&#039;s representative at future NDSA-ALL meetings.  LC is taking all of the feedback from December and coming up with a follow-up proposal about membership.&lt;br /&gt;

The scope of work for Group A (Content Registry) was discussed again. LC has a lot of interest in a content registry that can be shown to Dr. Billington and Congress to show the accomplishments of NDIIPP/NDSA. There is an early version of this that was made available just recently of NDIIPP partner collections, using [http://recollection.zepheira.com/ Recollection]: http://digitalpreservation.gov/collections/collections.html  (works best in Firefox 3.x or above). Trevor Owens (LC) has offered to do a demo of this to our group and we could feed into what&#039;s been done here or develop something else entirely. &lt;br /&gt;
&lt;br /&gt;
What is the landscape of preserved collections? There&#039;s a desire to be visible in what we&#039;re collecting and preserving. We want to also look at what others are doing - what other registries are out there? Can we collaborate with them and work together on this? The goal is to minimize redundancy in digitization and preservation. &lt;br /&gt;
&lt;br /&gt;
Pat brought up the ARL libraries comment regarding the meeting in December - could the registry include content from others even if they aren&#039;t NDSA members? We discussed that there are already many non-ARL members  involved in preserving content. If content is significant we should include it. [Comment from Abbie: Our stated work plan says NDSA members only right now, just to get a handle on what we all have first. But we can always expand beyond that.] See [[NDSA:Content Registry Action Team]] &lt;br /&gt;

Additional participants and a leader were solicited from the callers. Arlene signed up for this group. At the end of our call, Daniel offered to lead this group. He plans to outline a rough plan on the wiki and email the group. Will try to do work via email and the wiki initially, but may schedule a call at some point. &lt;br /&gt;

&#039;&#039;&#039;[[NDSA:Clearinghouse Action Team]] (Group B)&#039;&#039;&#039;&lt;br /&gt;

Kristine, leader of Group B, said that she plans to set up a call soon, and she will draft an agenda and objectives. Tricia and Curt also offered to be on Group B. &lt;br /&gt;
&lt;br /&gt;
Abbie introduced John Faundeen who is with the US Geological Survey. He is a guest right now but is pursuing membership in NDSA. He&#039;s very interested in the clearinghouse idea. He&#039;s been working on criteria for what is &amp;quot;at-risk&amp;quot; at USGS. Abby R. asked if he could share his criteria documents with our group? He said they&#039;d be ready in a few months. &lt;br /&gt;

Others who were not at the meeting are welcome to join either groups - contact Abbie, Cathy, or Daniel or Kristine for more information or to sign up. &lt;br /&gt;
