Discussion topic: Draft Guidelines for a "No Budget" NDSA News Bureau

INTRODUCTION
The goal of an NDSA news bureau is to gather and push news out from NDSA working groups and member organizations to extended audiences that include member email lists and press contacts. An "no budget" NDSA news bureau will not be an NDSA news repository, archive, serial publication or web site, but rather will serve as a dynamic distribution hub for short news items with annotated pointers to content residing elsewhere on an ad hoc basis. Two key inter-related efforts are required to launch an NDSA news bureau are 1) workflow and methods for gathering content from NDSA working groups and member organizations and 2) workflow and methods for editing, packaging, redistribution.

This draft document lays out suggested steps and roles for the NDSA Outreach Working Group to launch a "No Budget", lightweight, NDSA News Bureau.

CONTENT

'''Acceptable content'''
Small documents and content
One-pagers, primarily current news items–appropriate to be sent via email
Short press releases
Annotated links to content

'''Non-acceptable content'''
Large or complicated white papers, proposals, articles or reports
Data sets
Media files
Digital collections

'''Format'''
Text and PDF files accepted

NDSA WORKFLOW

'''Who's involved?'''
NDSA Outreach Bureau Chief
NDSA Outreach Editor 1
NDSA Outreach Editor 2

'''Review'''
Item meets guidelines and is received by Bureau Chief
Item is sent to editor 1 or 2 for editing and packaging into
---NDSA News Bureau templates for press release or small news items
Item is reviewed by Bureau Chief
Item is scheduled for distribution
Items is distributed

'''Distribution'''
NDSA list with request to reflect out further
Press list
email list
social media: twitter, Facebook and other channels that NDSA members are already members of

TIMING AND FREQUENCY
Items will be released when review and packaging is complete on an ad hoc basis

---

''Discussion''

This is a reasonable plan
Even this reduced NDSA News Bureau scope may be too much for OWG to take on
If roles were divided among several people it might be possible
This approach would require additional meetings and coordination among people who would be sharing news gathering and evaluation roles
Educopia is trying to identify how to promote similar kinds of information (internal NDSA and member organizations) to strengthen the collaborative environment
Big question is how or if an activity like this would align with individual member organization objectives which would allow for greater participation
Some level of interest, although it gets difficult to commit when real work is involved

''2-fold communication mission''

'''• Beyond video: are there other ways to collect/distribute data loss and/or preservation and access stories?'''

• As Kickstarter curators we have all noticed that the projects we curate
get funded quickly, and are generally about initiatives that are larger than a single project and about the kinds of things we want to tell stories about. Should we be digging deeper and telling the stories "under" our curated KS projects in a more in-depth way? <br>

• Should we be thinking of alternative storytelling methods (beyond video)? <br>

• Linking current events to data loss and salvation concepts could be something that a student group would be interested in. <br>

'''Student PSA video projects underway, Kim Schroeder'''

Kim Schroeder is leading a student team in an effort to create a series of PSA-type videos. The project is well underway <br>

• A series of 3 PSA-type videos will be presented at the NDSA Conference in July in three categories: documents, video/audio, imagery <br>

• Short n sweet stylistically

• Goal is to show how fragile digital is and use humor to tell stories

• An inventory on YouTube uncovered some very dry examples of P & A-related videos <br>

• There are separate research and writing teams working on each video. <br>

• Goal is to get feedback at the conference from NDSA Outreach and others, build out a budget, and launch a fundraising effort on Kickstarter to fund a longer video data loss stories project. <br>

• Kim will send final scripts to this group for feedback/advice. <br>

• NDSA brand will be used depending on feedback from OWG.<br>

• First idea was to use a grandparent-figure to tell the story; now they want to do a little goofier; horror or a vampire kind of thing. <br>

'''Agenda'''

• What do we need to move telling video stories forward?

--Kickstarter funding?
--Does this effort fit into an overall NDSA Communications plan?
--Other?

''Discussion''

• We (NDSA curators) may be having an effect on Kickstarter funding success, need a way to measure this

• Given the percentage of projects that are funded from our curated selections it looks like they are doing very well against other projects

• Can we track stats in some way? Do they monitor the failed projects?

• Looks like the more active we are in making selections, the more we show up at a higher rank on the curators page; we should continue to be aggressive about finding projects to highlight (each of 4 curators adds new projects once a week).

• In a way Kickstarter provides us with good P & A stories; if there is a story we =call attention to on NDSA page it may also be compelling material that we could follow-up on for a more in-depth report.

• KS stories are their own source material and Kickarter pages are the tip of the iceberg; we could try to get finding to extract more of the story from them.
''
• What is step one?''

'''Action item: Find out how they track their projects and ask if we can use their tools to gather some data.'''

• Student PSA projects underway, Kim Schroeder
--report
--next steps, can we help?
--making outreach docs accessible for students to use

• Would like to complete an 8 minute teaser video with students for the summer meeting; PSA-like teaser; humor is good; can't cover the complexity in 30 or 60 seconds; look at some of our best stories and how it was handled; there is a tech challenge from each of the case studies that were submitted

• Would like to have a short pilot video reviewed at the national conference--would be helpful for us to have a session that would help students to find out what works and does not work

• Would there be an opportunity to showcase at the meeting? Maybe a poster but deadline is past.

• First need communications plan for what "it" is that we want to do; KS or videos projects need to start with what the "it' is' could be a video, web site or channel

• Core messages that would support a video might come from a communication plan

• suspend until we have a plan?

• mining the popular press for stories seems worth a look in the meantime; Here's a national story to use to get our core messages across; Amy R is posting and we could logically follow-up

• People do not freely share their problems; too embarrassing and too sad; professional journalists have already wrung some of the unpleasant details out

• Kim's student video writers and editors will meet next week and we will provide feedback

Agenda'''

• First need communications plan for what "it" is that we want to do; KS or videos projects need to start with what the "it' is' could be a video, web site or channel

• Core messages that would support a video might come from a communication plan

• suspend until we have a plan?

• mining the popular press for stories seems worth a look in the meantime; Here's a national story to use to get our core messages across; Amy R is posting and we could logically follow-up

• People do not freely share their problems; too embarrassing and too sad; professional journalists have already wrung some of the unpleasant details out

'''Action item: We will give give feedback on student editors/writers efforts and discuss in person on a call prior to the conference.'''

'''NDSA Outreach Storytellers Project - Save Your Bits Video Campaign'''

''Overview and description by Peter Krough
Author, The DAM Book, Digital Asset Management for Photographers
Second Edition May, 2009
[[NDSA:www.theDAMbook.com]]''

This effort from the NDSA seeks to produce a public awareness campaign highlighting the fragility of personal digital data, and simple methods that can be used to preserve born-digital works. This outreach effort will be centered around a handful of “cautionary tale” videos that present real-life stories of data-loss or near-data-loss. Each story will include a demonstration of simple and cost-effective techniques for protection of digital data.

''Objective''
The campaign will serve to highlight the value and fragility of digital data, as well as to outline simple techniques to preserve the data. Since most born-digital work resides on the personal computers of the creator, our objective here aligns with a broad national effort to preserve all born-digital creative work.

''Description''
The campaign will feature a series of real-life stories highlighting the fragility of digital data and the means by which it can be protected. Each story will outline the personal, artistic or professional importance of some type of digital data, and some kind of hazard that was encountered. The videos will be tied together by a common theme, typography, visual style, etc.

In choosing stories to highlight, we will aim to find a mix of the following:

Data types: photos, video, research/writing, music
Loss types: theft, fire, media failure
Preservation methods: drive backup, offsite backup, 3-2-1, online backup service
Storytellers: These first person stories will require a demographic mix of main subjects
Story Arc: These stories can be chosen with a varying degree of data loss as the end result. In some cases, data may be lost entirely. In some cases, data may be recovered with an expensive service. And in some cases, data may be recovered cheaply and easily by use of good backup techniques.

''Distribution''
All videos will be licensed for free distribution, and will be uploaded to online video sharing services such as Youtube, Vimeo and Viddler. The Library of Congress can promote these as part of DPOE programs and other outlets.

''Terms''
These videos will be distributed under the Library of Congress/ NDSA banner under a Creative Commons By-NC-SA license. It can be used to promote efforts of the LOC, NDSA, NDIIPP, IMLS, partners and others. Credit will be given to active participants in the funding and creation of the videos, including government agencies, private companies, institutions and individuals.

''Team''
We are looking to put a creative team together to make these videos as compelling as possible. Ideally, this will include experienced participants to handle creative direction, story collection and script development, videography, editing, and promotion. Some of this can come directly from NDSA or LOC participants. Some may come from pro bono outside service providers, and some may be provided by paid vendors, if funding can be secured.

''Next Steps''
Listed below are the steps toward production.

1. Agree on the scope and terms of this document
2. Memorialize the terms for use of the Library of Congress/NDSA/NDIIPP name with respect to the product of this project
3. Agree on budget/funding feasibility and terms
4. Assemble team members
5. Create Campaign name, theme, terms, schedule, budget
6. Collect and approve stories
7. Shoot and edit videos.
8. Distribute videos

'''Meeting Notes'''

•Approval Aug. 18 meeting minutes: http://www.loc.gov/extranet/wiki/osi/ndiip/ndsa/index.php?title=Meeting_Minutes_08-18-11

--No changes were recommended. Aug. 18 minutes were used to update the Content Working Group and the Outreach Working Group on OWG Storytellers activities.

'''Action Item 1: Brief form to use to put out a call for stories to NDSA-all'''

Amanda French kindly put this form together for discussion:

Have you lost important data through 1) hardware failure, 2) hardware or format obsolescence, 3) migration to a new format, or other means? Did you once almost lose important data, but then manage to recover or preserve it? Tell your story here, and we'll tell the world, so that we can all learn more about how best to ensure that data is available for many years to come.
https://docs.google.com/spreadsheet/viewform?formkey=dE54RFprc0duVHg2aXRoUkNNZ0xTeVE6MQ.

Discussion: This form will gather ideas. OWG Storytellers will review submissions and develop production process based on availability of:
--production help from LOC or,
--guidelines for personal 3-5 minute self-made videos

Through the Center for History and New Media Amanda has offered to set up an OAI-PMH Omeka repository/web site for "Stories" to live on. Content will be easily ported for distribution to other sites.

Target date for distribution of the call to NDSA-all is second week in October. Deadline for submissions is the end of October.

Incentives for people to contribute stories was tabled. It was agreed that people should be encouraged to submit P&A news stories (not their own)?

'''Actions:'''
•Issue the call
--Amanda will revise form to make it very easy to submit ideas for stories (one paragraph, 3-4 sentences) rather than a piece of media, send the draft call out to the OWG for comment, and subsequently send to NDSA-all.
•What will the OWG Stories web site be called? Please weigh in.
•Set up repository and web site (late October)
•Continue investigating production options/methods

'''Action Item 2: Template for a 3-5 minute video structure'''

This discussion has been tabled until we know more about what kinds of stories will be submitted and how we will produce them. We do not want to prematurely create a structure that would be a barrier to participation.
